Hedgerow provides HUD Utility Allowance Studies for owners and management companies to see if there is a potential for savings from the amount mandated by the PHA or public housing authority. We can perform these a number of ways including the following.
Engineering Based Approach where we simulate the building and energy use and arrive at anticipated utility costs using the current utility provider rates.
Consumption Based Approach where we take actual billing data based on the residents’ consumption over a 12-month period and come up with average cost per apartment.
Free Portfolio Utility Allowance Audit where we essentially perform an audit of all your buildings in your portfolio as they relate to the Utility Allowances to see if there is an advantage to using the Engineering Based Approach versus the PHA allowances. Benchmarking for Buildings where we track a building’s energy and water usage, using a standard metric to evaluate its relative efficiency over time as well as to compare the building’s efficiency to its peers nationwide.
Hedgerow is a MD Department of Housing & Community Development, VHDA, DHCD and North Carolina Housing Finance Agency approved Engineering Professional deemed qualified to calculate utility allowances under the Federal Low-Income Housing Tax.
